Tom Emmer once served as paid spokesperson for a Soros funded organization seeking to get rid of the electoral college.
Emmer is a RINO with a liberal voting record who was in charge of electing Republicans this cycle as chair of the NRCC.
Jim Banks is a popular America First fighter.
The final vote was 115 to 106.
